Senate Bill 31, which clarifies the penalties for the "unauthorized practice of medicine," essentially criminalizes the practice of unlicensed forms of medicine, which includes the work of many naturopaths, homeopaths, herbalists, aromatherapists, and even some midwives in the state.

YES. We license EVERYTHING in North Carolina. It has a lot to do with raising extra revenue. It also opens the door for sanitation inspections, building code inspections, fire marshall inspections, OSHA inspections all to keep the consumers and workers safe. Years ago our Plastic Surgeons did not have to a license. When the State decided it was in the publics best interest they passed similar licensing laws "grand-fathering Plastic Surgeons who had certain amounts of experience. Same was done for Nail Salons, Nursing Homes etc.
